He did it to Biden after it was announced that Biden had advanced prostrate cancer. In that instance Trump waited about a day to insult Biden following a supposed condolence.

Trump uses solemn national events such Christmas and Easter to insult the people and groups he hates.

 

That's as political as it can be. Using the force of government to injure the competing political party.

Many undocumented people are working on farms across rural America, but Trump is going to target Democrats in big cities.
