The article addresses those over age 55, which is what the Senior Community Service Employment Program (SCSEP) was set up for; 60 years ago. Sixty years ago...and it has been working just fine. The new work requirements for Medicaid mandates work, with some exemptions for those aged 19-64. So yes, it cuts $300 million dollars of aid for those over 55. Again, 55 is considered senior status by SCSEP (Participants must be at least 55,)
