I had a lot of those sets. Had them as a kid and for a while they were showing up at flea markets and I bought a bunch. There were at least two different plastics used, one was more brittle than the other.
They were not exactly toys, but my friend and I used to make pipe bombs---blew a couple of boards off his dads garage!! Also made a firecracker gun out of a pipe---confiscated by a cop when he saw me shoot an arrow into a tree in the park.

The Vacuform would melt a small sheet of plastic over a form, allowing you to make all sorts of shapes. Only problem? Melting, burning plastic releasing toxic fumes right into your face! I had one, but stopped using it after getting sick from the fumes. I remember making the top and bottom of the boat in the picture. I cut and glued them together (enjoying the glue fumes) and it floated well. I love how the image shows so many toys. But look close, there's 4 of each object, just different colors so they look different. I don't think there were more than 3 or 4 forms to use.
