It's questionable whether Trump even has the authority to impose such a wide range of exhorbitant tariffs in the first place, let alone whether he can refund a portion of it to the public without Congress involved. The Supreme Court is currently hearing arguments about the first point. If it disagrees with Trump, he will have to refund the money regardless of what he wants to do (assuming he would even comply with any court ruling).
CA Democrats can potentially pick up about 5 House seats to counter Trump's current pickup of about 8 seats due to his multi-state gerrymandering crusade. Democrats are at a disadvantage in Trump's war because some blue states like CA have safeguards that require the public to first vote on and approve a redistricting measure before it can be implemented. Trump has garnered potential extra seats for the GOP House by having governors of red states unilaterally call for redistricting sessions in red-controlled legislatures.
If the numerous Democratic wins across various states in the November 2025 elections are any indicator of a shift away from Trump, the GOP is going to need much more than an extra eight seats via gerrymandering to maintain control of the House.
