Then Hegseth said he supports Admiral Mitch Bradley who he says is an American hero and the one that ordered the second strike to kill survivors.
Trump is becoming increasingly like Bush and Cheney, the opposite of what his political platform was in 2016 that scorned military adventurism overseas. Bush Sr. invaded Nicaragua to remove Noriega. Reagan was engaging in similar behavior to Trump in Central and South America during his two terms in the name of anti-drug operations. In that era the communists were labeled as the bad guys.

Leavitt hasn't given an adequate explanation as to why the survivors of the bombed boat were killed in a second strike. She claims self-defense, but she appears to be making a general claim about protecting Americans from illegal drugs entering the U.S., as opposed to an imminent tactical threat to U.S. military personnel who bombed the boat twice. In other cases, striking a target a second time can be argued to be justified by saying that the people who were the targets had a weapon that could be imminently fired at the military vehicle that was used to bomb it.

Rescuing the survivors of the boat that was bombed could give evidence from the survivors that they weren't transporting illegal drugs. Just as significant an issue is how Trump is justifying bombing the boats in the first place. Trump told a reported at a news gathering that people don't need to see the evidence. Killing the survivors who apparently didn't pose a threat is another issue on top of the bombings. Napolitano said on Newsmax that he expects the incidents to be investigated by both parties in Congress.
In some cases, the claims by the U.S. military are dubious. The motion of an arm by an person considered to be the enemy who was injured and down in an initial strike is said to be reaching for a weapon, giving the military an excuse to shoot and kill the person. In a leaked video during the U.S. invasion of Iraq after 9/11, a U.S. military troop in a helicopter looking at an injured survivor near a vehicle it had bombed is chanting 'Come on. Reach for that weapon!', itching for an excuse, such as arm movement, to launch another missile at the person to kill him.
