Actually, there are two different issues here. Over half the United States have the age of sexual consent at 16 or 17 years. The rest are backward states who make it 18, entirely too old by most reasonable standards, so kids end up having illegal sex for at least a couple of years - with occasional tragic legal consequences. Now the other issue is photographing underage people in any kind of sexual situation including masturbation. That age in the US is 18 and it is a federal law that supercedes any state law. So, in over half the states you can have sex at 16, but take a pic of that sex and the Feds will put you away for 30 years to life. This is why there are model releases and porn sites go to great lengths to record and file their models' ages, and why Webmasters freak out when some smart ass kid posts a pic of himself squirting cum out of his illegal aged cock.
