my moneys on the army, up until the point where they don't get anymore recruits[as they will have imprisoned or crippled most of the people who would join the army] to replace their losses overseas .

Ordinary soldiers have no powers of arrest and will not directly intervene in boisterous behaviour, but will act as a "calming and pacifying" influence, say Home Office officials. Hmmmm, yes the army have always been known for their "calming and pacifying" reputation, i think our rising ninja clan would prob do a better job.
