Is it illegal to have a bong in some places? I wouldn't think you could get arrested just for having a bong cause it's not illegal to buy or sell them at a head shop? Except you have to call them "water pipes" for tobacco or some shit, can't call them bongs. But I wouldn't think you could get in trouble just for having one unless they went throught the trouble of testing it for drugs.
