Recently when our one cat gets horny (which seems quite frequent lately), the dog will chew on her neck. We never catch the dog doing it, so we can't seem to punish her for it too well.
We are planning some sort've quarantine arrangement to keep the cat away from the dog so we can let the wounds heal and get the cat fixed. Since it started when she was in heat, we're hoping that when she's not in heat, she isn't so complacent.
Until then, what sort've antibiotic or whatnot should we use to help it heal?

The wound is obviously quite shallow, but it's wide. If that makes any difference.

Also, any tips on getting the dog to stop would be lovely.

    Get the cat fixed.

Get some spray like bitter lime and apply it to the neck. No more problem

It should be available in most stores in the pet dept.

About any antibiotic cream should work to help the healing.

Don't apply the bitter lime stuff to the animal itself! Especially the cat. Cats absorb everything through their skin and it could poison the cat.

They make some bitter lime that is made to be applied to the animal, so that they don't chew their coats.. I'm sure that wouldn't be harmful for the cat..

they sell shit that tastes terrible to a dog to put on stuff they chew on like furniture or whatnot. if you call your local pet store they probably have it. put some of that on your cat's neck and your dog should stop.

whatever you do duck, don't punish the dog! the dog is concern about the cat and, is trying to sooth the cat. it is an act of concern and love the dog is showing. i have gone through this with a cat and dog also. the only real long-term cure for this is to fix kitty.
i have one question. how can you live with a queen in heat? i have never seen a queen, who does not go crazy, trying to get out and, find a tom to shack up with.

She's never really been outside, and she's never been too curious about it
I think all the city noises scare her too much.

Her moaning can get quite annoying though

that moaning is a crazy queen! she is saying 'i need to get fucked, come on guys (toms) give it to me! you could try using a cotton swab as a dildo on her; that should work only as a very, very, very short term solution. it won't work long though!
the only long term solutions is get her fixed or, get her a friend, who is an un-fix tom to service her. the bad thing about getting her a tom to service her is, the end result... kittens. trying to find kittens a good home is hard as all hell too!
just get her fixed and, save your alot of headaches!
