Is it now the case that, on a photo, the top part of a flaccid penis doesn't have to be censored when it's onl public view in a non-nudist, non-naturist setting? I heard somewhere about a magazine that was on sale in a mainstream shop where only the bottom part of it (e.g. the foreskin-covered glans part and maybe a bit more) was censored, with the top clearly visible. Also do testicles have to be censored? I ask because, even though it was on at night, 'Balls of Steel' had a guy on there who had covered his penis with something but his balls were clearly visible. I'm really very sick of all this "offensive" stuff. We live in a society that simultaneously is outraged at things like this, but doesn't seem to care that it lives in a toxic wasteland of decadence and perversion.
