I don't have an exact answer to your question, but perhaps this map of designated nude beaches around the world could give some help. http://www.nudistbeaches.info/maps/world-map.htm This map doesn't do Africa, South America or east Asia much justice. I'm sure there is some openness to nudity in those places but they're not indicated by the map. But I bet the middle east would probably be the least accepting as they make women wear burkas.
I have not been abroad unfortunately aside from Mexico...I would love to go to other countries. From what I have read from others and speaking with numerous people, I would say that Europe is the most tolerant. France and Germany especially, but all those places are decent as well. In Mexico, a lot of tourists from Europe come to their beaches and enjoying some nudity...I remember being a little kid walking the beaches with my parents when we were on vacation and getting my eyes covered by my mom because some guy was naked or some female was topless. I especially want to go to this place called Cap D'Adge in France which is almost like a nudist resort town. That would be awesome.
I am not to sure about that link. They have a strange idea of what Europe is, since they cut half of it off, and i know for a fact that there are several nude beaches in The Netherlands and there are none on this map.
I must admit my map kinda sucks and lacks sufficient data. It didn't even list the three nude beaches in my home state. And as I mentioned, it doesn't do South America or Africa much justice either.
I think that in the Netherlands it is not just the nudist beaches. If I go to the beach and feel like taking a swim, I can take a 10-15 minute walk to be away from the crowded areas and then go nude swimming without a problem, even though it is not specifically a nudist beach.
