I think most folks get their cuttings from friends or by shopping online. I got mine from sagewisdom.org, but they just sold out. Greenstranger.com has salvia plants, but I've also heard that their plants have, in the past, been found to have spider mites. That may not be an issue now, tho, as they say they've had good results eliminating spider mites with neem oil. Caveat emptor. They do seem to have lots of variety and at very reasonable prices. You can also do a google search on salvia divinorum to see what other online retailers are out there. Good luck.
Unfortunately, you're very unlikely to find one at a nursery, unless someone there has a thing for exotic psychoactive plants. They are usually only grown in Mexico and Hawaii.
