I hear Birmingham, Alabama is nice. From what I've heard, the local economy is pretty good right now, and they have a fairly large hip scene operating in the underground. You may also want to consider Athens, Georgia, where the hip scene is all over the town.
Last I checked the South/ Southest offered the biggest bang for your buck. You can prolly guess my recommendtion... *L*
