Highlights from a document floating around at work: The first step about fighting this war is to understand that it is exactly that - A war. Understanding the Enemy - Our enemy is educated, predominantly (though not overwhelmingly) male, idealized but not entirely radicalized. They are creative, passionate, and susceptable to media technology. They seek out like minds and share information. Thus, asymmetrical warfare need not work only one way. Given the fact that 20-30% of given males in any street organization are there as much for the chance to impress girls as they are for any concrete ideological reason, the use of female operatives is suggested. Female officers should be between 23-30, single, and with recent college experience. For every three officers of either gender operating as provocateurs, one stable "sleeper" agent should be introduced. This operative should be the opposite gender of the predominate gender of the group. As the provocateurs begin to take action, the sleeper agents should accuse them of being provocateurs, but not become prone to accusing others of being provocateurs. FUD has already been established, so the best efforts of the sleeper should be to provide information, and/or plant incriminating or illegal evidence...Or, as in the case of the Portland OWS movement, get the group off on a harmless tangent. Fear - At no point should a non-violent demonstration be met with violence. Instead, leaders should be photographed to be dealt with later. When violence is undertaken, it should be done by plain-clothes officers using non-issue equipment (a sock with three rolls of pennies, rather than a nightstick), and with the aim of intimidation in mind, against single and isolated targets. Pinpointing the hotspots - Do not rely on media chatter or transmissions. In an urban area, this is like trying to pick a needle out of a haystack. Instead, rely on intelligence gained from informers or sleeper agents. Rebranding/Reclaiming the Physical Environment - Step up all anti-grafitti actions in the local area, with arrests made for every event. Denying the enemy a surface denies them a voice. Targeted Arrests: In particular, the 2nd tier members of a group should be targeted with harrassment arrests, with a focus on laws that could be considered unconstitutional or incorrectly applied. The idea is to get the targets to fight the arrests in court. Once they have committed financial resources, the case should be dropped. This will allow both the draining of financial resources on the part of the target, and allow the same charges to be used again - on the same target or others - as no verdict was reached and no precedent set.

Tucson's city government decided NOT to follow the white paper, and instead gave the Occupy movement portajohns, piped in potable water, etc, and then just waited for everyone to get bored. Which worked like a charm. It was kind of disappointing. I was hoping that Occupy might have an impact here, but it didn't.
It appears to me that the only way the non-voters(cuz it doesn't matter) will ever see some light is to re-institute the draft. But that's not going to happen because "they"(the fuck-heads)are smarter than that. They don't want a repeat of the 60s. So they use the National Guard to back up the active duty regulars. The Guard was designed to help each individual state with disasters,etc. I fervently hoped back in 2000 that the republicans would win it ALL,so that EVERYONE could see how they operate. Alas--we saw. I guess Obama will have to take the blame for 2000 to the present. Dumb fucks. Sometimes I hope Ro-money wins. People need a damn good lesson in Randian politics. Maybe some day peoples memories will improve. But I doubt it.
I'd agree with you, but I know too many people on the soft side of the economy, and they'd suffer alongside the po'buckers.
