Lusting is a sin but specifically the act of masterbating I don't think really is. And keep in mind God doesn't send people to hell. People send themselves to hell. It only takes one sin to go to hell, yet on the other hand it only takes on sincere prayer to go to heaven.

 

I dont think masterbation is actually talked about in the bible.

As far as chapter and verse Gen 38:9 is often used but it refers to withdrawal not really masturbation. That is KJV of course.

 

I think if God didn't want us to masturbate he wouldn't have made women so damn sexy.
