Well, native has a variety of meanings, one being mean born of a certain place. So yes, it can mean that.

For the denotive use Pavel, she is a native of the US. However, the connentation is generally one who is indegenous to whatever location. The Native Americans weren't indegenous here either, they came here around 14,000 years ago. Their just more indegenous. But it's a silly thing to argue semantics over. Unless you're trying to get money for college. Then you should be as literal as possible. It wouldn't hold up in court though.
