Related to #2 above - They answer the phone almost every time you call, as long as you call at reasonable times. 4.) Their product is consistent over time. Not top shelf bud one week and shake w/a few nugs the next. Not 1000 mike acid hits one week and 40 mike hits two weeks later . . . products cut only to the point of making them safe to consume and this done consistently. 5.) Occasionally willing to deliver. 6.) Offer significant discounts on bulk orders. i'm sure there's more . . .

They slowly give you more things for cheaper over time. They'll actually sit you down and get you fucked up for free when you go to their place of residence. They invite you places like concerts or raves.
They're actually knowledgeable about their product, as opposed to selling something they know nothing about.

Punctual. There's stoner time and then there's just don't give a fuck time. Being later than stated is one thing, but days late without word is just plain bad biz. Also, getting free samples of the next product up is a major perk. I'm always ready to purchase.
The best dealers are friends. I never had a friend pull a gun on me, but I have had "dealers" do it. In the last twenty years I have never gotten anything from somebody that was not in the friend category first. Actually I don't even think of any of the people that I may procure substances from as "dealers" but rather friends. Guess I just got tired of high stress situations, guns, knives, and general money hungry fools. All the people I get from now do it as a means of supplementing their own use and sharing with their friends.
Damn right. NOT being a greedy bitchfuck who is just in it for the money is a very good quality in a dealer.
In regards to harder drugs like coke or e (I think it could be applied to weed too) they are willing to admit if they have a somewhat inferior product compared to a past product if its all they have at the moment.
