Wichita Falls, TX has recycling, so you might want to call the Sanitation Dept. Maybe letting more people know where the recycling bins are located either by word of mouth or recycle posters would get more people to use them.
I think more people would take part if I could get them to do a weekly pickup. What would this involve?
In Albuquerque we have weekly pickup, tho personally i and many people prefer the bins because they are located close to where i hang-out and you can reuse your own containers. Weekly pick-up in Albuquerque involves giving out clear plastic bags to anyone who wants to use them: "Coupons for a free roll of 30 clear plastic recycling bags were mailed to Albuquerque residents in water/ refuse bills in June 2005." For awhile the city gave out blue bins but those got trashed or used for other purposes ("Hey i can use this for storing stuff in my garage.") Eventually weekly pick-up would get more people to re-cycle, but it would probably involve a long time working with city officials. Your local sanitation department has a phone number and would be glad to talk to anyone about what ideas would work in your local area. It really is a local issue.
Where I live, Sydney, Australia, everyone has a weekly or fortnightly recycling pick-up (for probably the last 10 years in fact) and for the most part it has been a complete success. I can't believe in this day and age that some communities don't offer this service. When I think of all the waste that's going into landfills, the mind boggles! What about a petition?
