Is he being misquoted? Is he talking about empowering the security of civilians or is he actually suggesting an organized "force"? And by funded, is he alluding to universal healthcare? I think he was misquoted - but it's possible he's talking about an actually civilian army...

Well, to be honest it suggests that a civilian secured force deserves to be well-funded, according to Obama. I don't know if it implies an armed force, or some other kind of force. It certainly suggests a powerful force nonetheless.
He was talking about his plans to double the size of the peace corps and quadruple the scope of americorps. Terrifying.

I think the speech was called, A Call To Service. "We'll send more college graduates to teach and mentor our young people. We'll call on Americans to join an Energy Corps to conduct renewable energy and environmental cleanup projects in their neighborhoods. We'll enlist veterans to help other vets find jobs and support, and to be there for our military families. And we'll also grow our Foreign Service, open consulates that have been shuttered, and double the size of the Peace Corps by 2011 to renew our diplomacy. " "And we'll use technology to connect people to service. We'll expand USA Freedom Corps to create an online network where Americans can browse opportunities to volunteer. You'll be able to search by category, time commitment, and skill sets; you'll be able to rate service opportunities, build service networks, and create your own service pages to track your hours and activities. As I've stated, It's a security force in the same way the salvation army is an army. The whole speech is there. Judge it for what you will. I see nothing sinister about increasing the side of Americorps and the Peace Corps.
But since when is Americorps and the Peace Corps NATIONAL SECURITY FORCES, and why was all mention of this "national security force" removed from the transcripts??
Because it was a verbal slip up of Obama referencing his real goal of a secret police force which he accidentally brought up in his speech about extending the scope of civil service. That's your argument essentially right? Anyone who watches the speech will understand the context.

i fail to see the correlation between the peace corp,ameri corp and this statement, “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set.
