Yes it was and still is, the story you linked to said nothing about innocent people being killed.Did you even bother to read it?

 

No, Pakistan tried diplomacy. They essentially handed over the Swat Valley in return for a promise to disarm.

But the Taliban didn't disarm, they kept their arms, kept attacking government troops and officials, kept beheading and mutilating anyone who violated their sharia laws, banned girls from schools and women from markets, and call democracy "an infidel system that is forbidden by Islam".
