And you can't change an existing one. Like for example, you cannot legalise marijuana. I know this goes against most liberal types but, I want you to criminalise something. Oh, and give the recommended punishment.

 

I'd make it a new law that you can't talk on cell phone or put make up on or read the newspaper while driving. And the punishment would have to be death...(sorry if you do these things...)
