All of a sudden, after years of shirtless and shoeless friendlyness, they put up a sign. "Walmart store #2000 Kitty Hawk- No Shirt No Shoes No Service. With a picture of a supposed tourist and arrows pointing to his shirt and shoes. Aside from this being a beach town, what changed? WTF? I'm going somewhere else. I hope this isn't a trend among businesses. The Kmart, Food Lion and Harris Teeter and Home Depot don't care but they still have the corporation required signs at the door. I assume they could start enforcing their rule at any time. Boooooo!!!!' So much for "Leader of the free world" "Land of the free"! B.S.! More laws & rules here than anywhere else in the world!

I'm still trying to digest the fact there is a Wallmart, Kmart and Home Depot there. That island didn't seem big enough for one of them. Anyhow, go in barefoot and see what happens. It's not like they'll have you arrested, at least not in this economy.
Contrary to popular belief Wal-mart does not have a policy on bare feet. It appears someone bought or created a sign to post in that store. Authorized signs all come form Wal'mart's home office and as a manager for 17 years I can tell you the sign does not exist at corporate.
Does that mean bare feet ARE permitted at all Wal-Mart stores, or does that mean each store can determine its own policy?
The short zen answer would be yes. If the answer is parsed, then Wallmart as a corporate entity does not care about people being barefoot in their stores and they don't care enuf to have any official sign stating barefeet are not welcome. But if some local store manager puts up a sign, then one would have to conclude that that means each store gets to determine it's own policy. Or am I missing something as the reply seemed to be 3 sentences long.
Corporate expects its managers to follow company guidelines for consistency. Unless local ordinance state differently. You won't find anyone who is gonna say it's okay to go barefoot but you can't get thrown out for it. Report the store using the Letter to the president by picking up a form, you could call 1800walmart, or email them using Walmart.com state the facts like benefits of barefooting, local rules if any exist and then demand that the store manager follow up with you. (there's no policy so he would most likely take unapproved sign done) Good luck
