It's legal here, as long is it doesn't cause 'a scene'... but generally a bare-breasted woman on the average day would cause a scene. So women only go topless at the beach or during festivals.

 

I tell women all the time that it's legal in Ohio. I've yet to have any girls walkdown the street shirtless with me

I think it's sexier for a woman to wear some clothes. There's more of a stigma about seeing a womans chest obviously, and if we were climatized to it I believe it might become a little blase.
