Wilbur Glen Voliva was a Christian evangelists and strong proponent of the idea in the early 20th century. From my understanding, he was appointed the head of a church in the Illinois town of Zion, which essentially allowed him to run the city as well. I'm unsure as to what extent Voliva's ideas are ascribed to by modern flat earthers but one idea I've heard that has persisted in some Flat Earth Circles is the idea that the Sun is much closer to the Earth than academic science details.
