we only have x capacity to monitor rogue planes and only y capacity to actually hunt them down..... neither of those numbers is as high as would be impossible for a good sized well organized group to be able to overcome.....

That would be a logistical and operational nightmare to set up - If they hit us again I do not believe it will be with aircraft. I myself would go for the suicide-bombing route in large malls during Christmas.
