There is technology that enables a person to listen to what goes on and is said inside a room.

It looks like a radar device that you point the trumpet part of the radar at the room in question, and tweak the distance and such to hear full conversations.

And if you're thinking x-rays, think again, because only a tiny fraction of x-rays are reflected, the rest are either transmitted, scattered or absorbed by inner electrons at quantum transitions depending on the material. Thus you would either have to install a giant detector beneath the house you are scanning, or use such a large dose to obtain a sufficient signal-to-noise for imaging by reflection that you would kill the subject instantly.
