    yes. that does occur. there is this show on tlc or discovery which has this midget family...... they have twin boys..... one is normal sized and the other has spinalepifeda (sp?) so, yes it happens......

    one of the original dwarfs from the wizard of oz was in my brothers restaurant in st louis, handing out signed lithographs.........
