Its ironic you would make that up because actually PDVSA was always used to finance the state budget, and the company was considered one of the best managed and most transparent state oil companies around. But under Chavez, PDVSA has been stuffed with cronies and miltary officers, and now money is going missing by the billions. PDVSA has not filed financial statements with the SEC since 2003.

And please explain to me in what sense Robert Mugabe is a useful ally and how in any way the people of Venezuala benefit from Chavez allying with him. Explain why in 2000 Chavez was the first head of state to visit Saddam Hussein since the 1991 Gulf War. Chavez called Hussein a "brother", Castro a "dear friend" and hailed Libya as a "model of participatory democracy". What Venezualan interests is Chavez looking out for here? How does a small poor country benefit from its leader going out of his way to travel the world courting tyrants?
