Yes, I'd completely agree with that. We were also given condoms at school, probably a few years later as it had become the norm and teachers were no longer suspended for it, but in our case no-one made the suggestion that we masturbate with them. I think it was taken as read that we should praticing putting them on, though whether anyone expect that to actually happen I don't know. I definitely agree there is an advantage to being able to completely give in to the orgasm without being distracted by the need to aim.
