That is how the bad guys get away with it.

My work in the theater resulted in catching a lot of late buses and I mostly ended up chatting to other people at the bus stop. Not only did it relax them, but any low life's walking past, would assume that we were a group of friends and head off down the road.
Part of the failure of society today, is decent people being afraid of each other. I also think that the feeling of isolation in big cities is what leads to quite a few people seeing aggression as their only means of communication.

Our daughter takes after me and when she comes across drunks walking home, she will smile, tell them to be careful crossing the road and make comments such as "your going to have a sore head in the morning". On a few occasions she has come across the guy a few days later (when he was sober) and he smiled and said hello.
Meanwhile a few of her colleagues will lock guys up in this situation and wonder why, after having to pay an £80 fine, they don't smile when they pass him in the street a few days later.

that is like me, when I was 16 and was getting on the last subway train of the night, there was an alcoholic on the train, sleeping. When the train stopped he fell off the seats he was sleeping on. As we were coming up on him, he was asking for help... my friend with me said, leave him, he reeks of urine. He said help again. I stopped and looked at him, he had the kindest eyes. I helped him up. The stench stuck to me but it didn’t matter. My friend didn’t want me sitting next to her on the ride home. Lol.
