It doesn't have to say it's targeting "recreational gardeners or individuals who raise their own livestock." They are deliberately vague for a reason, just like they were in the Patriot Act and every other piece of totalitarian legislation. You should be focusing more on the fact that there is nothing outlined in the bill that protects family farms from this legislation. The bill considers farms, ranches, orchards, etc. "FOOD PRODUCTION FACILITIES" and then goes on to set requirements, prohibited acts, etc. for them. And just what are "FOOD PRODUCTION FACILITIES"? It's utter nonsense to think that the big agribusinesses that are behind this bill give two shits about the "safety of consumers." Wake up already! Isn't it also interesting that the congresswoman that put this bill forward, Rosa DeLauro, has a husband that has Monsanto as a client, and she herself receives contributions from Monsanto and the other argibusiness? Coincidence? People need to understand "legal" terminology before they jump to premature conclusions about what a law or piece of legislation states. They use legal speak to hide the truth from an ignorant public. When someone sees a term like "food production facility," they automatically assume it must apply only to factories and such. However, if you look up what the term actually means, you find that it encompasses much more than what one might think not knowing the actual definition.
