Interestingly enough, I experienced the first question yesterday. I had to exchange a pop up tent that I purchased for doing outdoor events at work for a new one because the old one was defective. The cashier made a mistake and thought that the original one was not purchased at sale price, so when I made the exchange, he offered me the $10's difference. I pointed out to him on the old receipt that the original tent was indeed purchased at sale price and that I wasn't owed $10 from the store.
