I'm going to be late for work because my city has a certain budget that it spends on road construction every year and if they don't spend all the money they're given, they'll get a smaller budget for next year, which they don't want because some workers might get laid off. So they try to spend all the money by tearing up perfectly good roads and closing them while they re-pave/paint them. This can cause some people, whose trip to work is usually 15 minutes, to have to go 15 minutes out of their way to go around the pretend construction work, thus making their trip to work a total of 35 minutes when they had only planned on it being 15 minutes.
