The Tri-State area of New York City, North Jersey & Connecticut is one large economic unit joined together by its roads & bridges, and mass transit. They use each others parks airports and port facilities. Companies will move between the States, yet retain their customers and employees. People here will "shop" jurisdictions for tax rates and other features. States are jealous to lose residents or companies to "Raids" by neighboring states based on more favorable legal and taxation issues. So far this has served as a sort of check on abusive taxation by tri state politicians.
Taxes are higher here than in the hinterlands.

I spent 30 years in the Tri-state area, many of them as a business owner. I can give you a list of at least 10 reasons not to be in business in any of those states. The banking industry moved back offices to Stamford and Jersey, starting in the '80s...then they moved them to Charlotte and Grenville. It used to be that Westchester County had the most Fortune 500 HQs than any other county. I haven't heard of major companies moving to other Tri-state states in a long time. I'm always seeing them moving out of the region.

A guy from NJ got a license to dispose of hazardous waste, then he got a license to distribute heating oil, and promptly killed any number of people, because he worked for the Mafia. After spending a ridiculous time in prison for his crime, he moved to Philidelphia and did it all over again. The states are no less cutthroat with each other than the federal government.
