My interpretation of their statement is that only if your immediate family are citizens of Kyrgyzstan can you fly in to visit them. I replied that it's my girlfriend I'd be visiting and they responded with an affirmation about marriages... We couldn't get down to whether or not my circumstance rules out travel, but the sense I get is it's a solid no at the moment. It's reserved for families; which we are not.
