Yes the technology does exist, but who knows how effective it is at subduing the populous. Fuck sake, mind control is a very ancient art that dates back to the time of global psychosis...before language opened up more manageable communication and we could switch off. To that end, groups held onto those skills with great enthusiasm, whether or not they implement them doesn't really matter because awareness will always be a relative thing

the human brain harmonizes with any local or remote broadcast if it's within the 1-20hz range. (and the 400-410Hz) (and other ranges, too)
