    You can't get 'high' off of duct tape.
    I'm sure you could kill and numb so many brain-cells though, that you feel high.

    IN Chicago, this is more to prevent "tagging" by gangs than to prevent huffing. I know in the City, you can't buy spray paint unless you are over a certain age, with an ID. The ACLU challenged this, but I don't know what happened. ( am over 21 and live in the suburbs. I have never had any problem buying spray paint, on the rare occasion that I do.)
