I personally have a very very bad experience with African-Americans (but only one of them) and that does not entitle me to generalize, either.
There are far more of them who are cool people.
It is most likely the prejudice of the police and the politicians who are white and are in majority (not including some of the employers and social service) that (unintentionally) pressure their pop to skew those directions.
