A man attracted to women (age 18+) does NOT = a rapist.
A man attracted to adolescent girls (age 10-19) does NOT = a rapist.

In most places there's no upper age limit. There's usually a higher age limit for sex for abusive sexual activity, ie. if the general age of consent is 14, sex between a teacher and pupil may only be legal at age 18.
