public defecation is discouraged for reasons of public health.
(well that's the logical reason to do so, aesthetics probably has as much do with why people actually do of course though)

in many parts of the world there are floor flush toilets that allow the posture (the op) describes.

the only point of "embarrassment" is to discourage behaviors that result in it.
"should" is one of those words, even i find at times difficult to avoid, who's usage is at best problematical.
