The state declared under 18 sex as illegal because in today's complex society you need certain things to raise a child, there are certain standards by which a child should be raised that someone under 18 can't provide. that's the reason and not because of some ethical mambo-jumbo.
Unethical in my opinion would be having sex with someone who hasn't yet come of age to procreate. that would be like homosexual sex, which i find odd the law permits, even though the same logic applies to them too, as in procreation is impossible; now correct me if i'm wrong

Ethics and legal issues should not be confused with one another, as that's what caused many problems throughout history.
