Maybe a little of both, but from what I've seen of the Mueller investigation, there aren't a lot of people who are willing to go down for Trump. Possibly Roger Stone: A man who, I would point out, has a Richard Nixon tattoo.
In Trumps defense, it is possible he invented new crimes on this one. Before this it seems like shame was all that was preventing presidential candidates from conspiring with a foreign adversary to attack an election.

By "he" are you talking about Trump? He has an inventive criminal mind and is capable of inventing new crimes. But if you mean Mueller "invented" the crime of obstruction of justice, that one has been around for awhile and was in fact the main one used to bring down Nixon and Bill Clinton. The Mueller report found plenty of evidence of Russian efforts to sway the election in Trump's favor, and instances of cooperation with them by members of the Trump campaign. There is no crime of collusion and the crime of conspiracy requires proof of certain elements "beyond a reasonable doubt", especially wilful intent. Interestingly, Trump refused to testify in person, and his written answers, crafted with the help of his lawyers, were full of "I don't remembers"--some 30 in all.(One might recall Trump's statement that he has "one of the greatest memory of all time" TRUMP: I remember call to Gold Star widow better than she does because I have 'one of the great memories of all-time' and his shameful mocking imitation of a disabled reporter:"‘Uhh, I don’t know what I said. Uhh, I don’t remember,’ he’s going like ‘I don’t remember. Maybe that’s what I said'”:Donald Trump Criticized for Mocking Disabled Reporter As a law enforcement professional and loyal, decent American, Mueller plays by the book, which includes a rule that a sitting President can't be indicted, and the reality that to subpoena the President would mean a prolonged court battle. I think he used good judgment, unlike the partisan hack who is the current Attorney General.
In the Mueller report there is information about Manafort telling Gates that Trump's lawyer had promised to take care of them as in a pardon.

Unlike Trump's own assessment in yesterday's tweet, it's not "game over"--just an episode in the ongoing "Game of Thrones" American style. As Churchill put it, it's the "end of the beginning", but much will depend on who does what now--lots of room for plot twists. If the shoe were on the other foot and the Republicans controlled the House, you can bet they'd be launching impeachment proceedings, as they did with Clinton after losing the election but before their term expired! I hope the Dems won't go down that road, but will pursue further avenues of investigation, get hold of those tax returns, etc. It will be also interesting to see what transpires in the New York prosecutor's office. Much will depend on who the Democrats put up as their candidate and how the economy fares as the election approaches. Place your bets and grab your popcorn.

Instead of warning the American public, they instead devised a public relations and campaign strategy that sought to capitalize on Russia’s illicit assistance. In other words, the Russians and the Trump campaign shared a common goal, and each side worked to achieve that goal with basic knowledge of the other side’s intention. They just didn’t agree to work toward that goal together.” Collusion but no provable conspiracy. Not really the same thing. Mueller didn't charge collusion because there is no such crime. I admit that's too complicated for the folks in MAGA hats to get their heads around. Memes and slogans are their thing. IQs of baboons, I tell you!
While Mueller concluded there was no criminal collusion, or more properly a conspiracy, Trump and those around him did ask the Russians to interfere with the election, and were eager to get that information. In short they didn't have enough evidence to convict, but they did have evidence of a relationship between Trump, et al, and the Russians.
Odd how the evidence Mueller needed was just out of his reach. It appears Schiff was holding out on him. Now that the report is out, Schiff suddenly has the crucial proof. It's a miracle! or Schiff: The moon is made of cheese, and I have 'evidence'!!! NASA: Sorry, Schiff, but it was established decades ago that the moon is made of rocks and dust. Schiff: I have evidence that states otherwise!! How I adore politics.
Mueller has shown that Trump and party did indeed collude with the Russians. What he also said is that he can't prove criminal conspiracy. Collusion is not always criminal. Trump colluded, as Schiff said he did. The proof of collusion was always there. Note: Sorry, that's collusion. Now if you're comfortable with a presidential candidate asking for help from a foreign government to get elected, that's on you. Just be ready for every future party candidate, Republican, Democratic, Independent, Green Party, Communist, Libertarian, New Black Panther, etc. to seek help from Wikileaks, Russia, China, North Korea, Outer Slovenia, or any country or entity they choose. And god help our country.

An interesting perspective. I guess it's all about how you choose to define comfortable. I see it more as an expected behavior for any politician. They've been doing it for thousands of years. I don't particularly agree with it but, like Trump being the current president, there's little I could possibly do now other than whine about it. All this foolish talk about impeachment will guarantee him the 2020 election after this fiasco. It was a substantial effort, but the payoff was yanked away. Likely Mueller's weak spot was exploited, super wealthy people do shit like that. The best bet for impeachment, will be at the beginning of his second term. It will work because the recession will likely be kicking off. Right now the republicans are sitting on their asses, puffing fat cigars. The democrats are engaged in a full blown freak show, pushing every limit possible onto society short of selling their unwanted children into sex slavery. So much madness that the actual potential for the democrats to drive American greatness is hidden by all the radical and hard left bullshit. I think most Americans don't want to watch their homeland destroy itself. We've seen it before. But it was a different array of crooks running the show. I do have to admit, it was funny to see Romney let loose with a huge goblet of whine. He's the poster child for tossing in the towel, and thinks anyone gives a flying crap what he thinks about Trump after so much silence. Still, it's just the way I see things unfolding.
