Yes. Wasn't paying attention to the situation specifics. I just assumed they were under lights,and would increase in size from the stage of translucent hairs.

I was given tobacco when I went to jail the first time...also early nineties....I told the dude ''i dont smoke'' and he said ''keep it and you can trade it for chocolate bars or something''...this is a jail guard telling me this....so I kept it.....6 hours later there is me smoking a rolled cigarette and thinking ''this isnt so bad''.....came out of jail after 30 days a smoker...age 33

 

county stopped tobacco in 1995. but there are pearls on deck for 10/20$ to this day. break down make rolly.
state still has tobacco at most prisons .. non smokers can request non smoking jail and they usually are tobacco free .
state before allowed newbies to get tobacco from general but they stopped that some time ago. takes about 2 weeks for newbie to get to general and do whatever they want.
