What has been referred to as efforts to repeal of the ACA (Obamacare) by Trump and Republicans in the Senate has been only an attempt to invoke the budget reconciliation process which can only alter budgetary items of the ACA. It requires only 50 votes in the Senate. The pasage of the ACA required 60 Senate votes during the Obama administration. An outright explicit repeal of the ACA would require at least 60 votes.
