Barr stated options Trump had at his disposal, such as returning the documents and legally fighting for them later. In the context of rational thinking, that would be an option. Trump doesn't think in that manner. Trump said publicly and proudly during the past week that he will never yield and will never be detained.

Trump will likely have another opportunity to use the post-indictment rally playbook after using it twice. Indications suggest he will be indicted in GA in August. He will have a significant number of criminal appearances in court during the campaign in 2024 where he must be present. That's in contrast to his civil trials where he doesn't have to be present (like the rape trial in NY where he bluffed that he would try to make it back to NY from his golf courses in Europe in time to be present at the end of the trial but didn't, even after the judge was willing to give him more time during the upcoming week after he returned).

Trump didn't revoke Executive Order 13526 that Obama had issued that clarifies the process for classification and declassification of documents. Trump issued a directive in 2019 that gave Barr the power to unilaterally declassify documents. Trump gave no justification in the directive. It siphoned power away from the Director of National Intelligence. At the time, Barr was still on Trump's side and acting as his personal attorney. Trump wanted to be able to have someone release classified information related to the 2016 Russia investigation that he apparently thought would aid his upcoming 2020 reelection campaign and assist Durham with his investigation. .

Outside of giving Barr authority to declassify, Trump doesn't appear to have modified EO 13526 or to have issued executive orders, directives, or memorandums that would have made it easy for him to declassified documents, such as by merely thinking about it.
