If the Trump thinks that way, the same would apply for individuals receiving Social Security. If Trump thinks a recipient is receiving the money while not entitled to it, he can send Musk to raid the person's house. This is how outlandish the situation with Trump could become.
It's already become outlandish. Trump has deported hundreds of people who were suspected of being gang member with no due process by invoking the wartime Alien Enemies Act (when no war has been declared by Congress) and also not obeying an order by a federal judge to stop the deportation flight (using various excuses that it was only an oral order and that the flight was already over international waters).
