In Trump's twisted mind, the extra $3500 that the woman paid for the wheelchair came from China.

Trump said numerous times at his rallies that his tariffs were making other countries give the U.S. billions of dollars.

She seems to think a 20% increase in the price of her wheelchair because of Trump was acceptable.
