The money could have went to natual disaster relief, like the floods in Texas, or to the farmers who are being injured by bad weather, compounded by Trump deporting migrants needed for farm work. Instead, the money is going to build concentration camps for workers who used to work on farms.
A more articulate expression of what Trump was trying to say: "Because of the immunity awarded to me (and, unfortunately Democratic presidents) by the conservatives on the Supreme Court who want to protect me from prosecution for my blatant criminal behavior, Obama can't be frivolously prosecuted by my administration for crimes he didn't commit."

If Trump is winning more legal battles, it's because he finally gave up on his own incompetent lawyers, who were given cushy government jobs instead of payment. He is using those big corporate lawyers who bent their knees to Trump. They're doing all this pro bono, for free!
Trump is using the power of the presidency to coerce people and groups into doing what he wants by withholding federal money that Congress allocated and threatening to not allow transactions that agencies such as the FCC would have otherwise done had they been behaving objectively. Plus other abuses, such as widespread firings of federal workers and promoting his personal business ventures, such as his new golf course in Scotland, by adding them to presidential trips. It's called corruption. The way Trump is doing it, mafia style. 'That's a nice family you have there. It would be terrible if something happened to it.'
Some of the corruption by Trump isn't explicitly lawfare initiated by him. It's using the power of the presidency in a corrupt manner that forces others to either comply with him or sue him, which requires time and money and which may not be practical when Trump is withholding a sum of federal money on the order of $1 billion from a group such as a university (Columbia, Harvard) or making the FCC not approve an expensive media company merger (CBS Paramount).
