The Ukraine think of themselves as the liberal half of Russia, their version of California or Singapour. They are a safe target for Donald Duck to attack, because they oppose Putin.

Country Clubs full of lawyers don't air their internal problems in public, and the idea that either party gives a shit about justice is too far fetched to contemplate. They will hash out a deal that satisfies both democrats and republicans to throw the bum out of office ASAP, because he's the worst loose cannon on deck imaginable and has already done enough damage, but some democrats will want to drag it out to give Donald Duck all the time he requires to make a complete idiot of the entire republican base. If he does ruin the economy again, he may ensure the democrats have another dynasty on their hands and control the white house for decades to come, while the republican party is relegated to congress or even pushed back into the house again. It doesn't matter what Joe Biden did, Hunter Biden did, or what Hillary or Bill Clinton, or Obama, or anyone else did. What matters is what Trump did. You can't ask foreign governments to infer in our elections. And Trump has admitted he did so. Period.

Only if you believe the narrative (conspiracy theory) that the right is spinning. There's absolutely no evidence of wrongdoing on the part of the Biden's, and when Giuliani is pressed on facts, he only repeats the narrative.
That's like asking if supreme court members should all recuse themselves. There is no higher court of appeals, except the mindless mob storming the palace. Clown law demands it. According to the constitution, congress cannot be more powerful than the executive branch or the courts. Congress literally cannot convict all the supreme court justices of being traitors, even you caught them red handed, without declaring martial law first. Trump invoked an impeachment inquiry in part by using the power of his office to solicit a foreign government to pursue an old debunked truther theory about a supposed missing server owned by a wealthy Ukraine person that has information on it that he thinks could be used to damage his political rival Biden in the 2020 election.
It's curious why Trump hasn't publicly petitioned his attorney general Barr to investigate Biden directly (or Hillary, which he promised to do in the 2016 campaign if elected but didn't). If they have any merit, the claims Trump is making about Biden pertain to U.S. law and could be addressed appropriately and transparently within the U.S. legal system. Instead, Trump is engaging in a murky deep state that involves government officials in Ukraine and his personal attorney Giuliani acting as a quasi foreign agent who's not even in his administration. It has commonality with his clandestine payments to Stormy Daniels when he used his personal attorney Cohen as a surrogate to try to protect his campaign. This time it's Giuliani instead of his now convicted and incarcerated Cohen.
Giuliani has always practically bragged about how dirty he is willing to get, and how eager he is to do whatever it takes. He's the junkyard dog that Donald Duck could not help but recognize as a kindred spirit with no scruples whatsoever and enough money to avoid ever setting foot in jail.
