Trump wants to instigate a showdown with Iran just serious enough that he can look like he solved a serious problem and be perceived as a savior by his following during the 2020 election year.

It's similar to his trade war that is damaging the U.S. farmers who see him as a savior who is currently giving them a welfare check and who they think he will give them a better business than what they had before he started his trade war (the cartoon depicted his tactic by showing Trump handing a farmer an air pump after he had punctured the tire on the tractor with the farmer's pitchfork).
